I am not sure what you mean by country, but I think that the use of "ŝamor" for an idea related to the whole region is indeed a mistake. The letter "ŝ" has no phonetic value, except for the fact that it is the third letter of the alphabet (and the third letter in the alphabet has no semantic value in Esperanto).
I know that, "territorio" is a word in Esperanto, but it means something completely different. If you mean "territorio" in a geographical sense, then yes, that can be translated into "ŝamor", but "territorio" refers to a political idea. For example, "Lithuania" (a country) and "Lituania" (a region) have different meanings.
So, I think that the word "ŝamor" has no place in an English-Esperanto dictionary.
If you mean "oceano", then it is the word for sea. "ŝamor" refers to the ocean region around ac619d1d87
